The main tasks of the secretariats are to provide technical assistance to the various councils/committees and ministerial conferences, to provide technical assistance to developing countries, to analyse world trade and to explain wto activities to the public and the media. The IMF and the WTO are international organizations with about 150 joint members. While the IMF focuses on the international monetary and financial system and the WTO on the international trading system, the two work together to ensure a strong system for global trade and payments. This claim formed the basis of the so-called “Malthouse compromise” between factions of the Conservative Party on how to replace the Withdrawal Agreement.  However, this plan was rejected by Parliament.  The claim that Article 24 could be used was also adopted by Boris Johnson during his 2019 campaign for the leadership of the Conservative Party. The most influential group was the Informal Quadrilateral Group, or the “Quad” as it was called, which emerged at the beginning of GATT`s history. The group included Canada, Japan, the United States and the European Union – the largest trading companies in the world at the time. The Quad introduced most of the reciprocal GATT tariff reductions, which reduced rates among all GATT countries in accordance with the most-favoured-nation principle.
Quad biking became a more formal alliance at the 1981 G7 summit in Montebello, Quebec. It had the most influence during the Uruguay Round when it prioritized agricultural negotiations and pushed for the creation of the WTO. The Expanded Integrated Framework (EIF) is the only multilateral partnership dedicated exclusively to helping least developed countries (DDCs) use trade as an engine for growth, sustainable development and poverty reduction. The EIF partnership of 51 countries, 24 donors and eight partner organisations, including the WTO, works closely with governments, development organisations, civil society and academia. The EIF has invested in more than 170 projects, of which $220 million has been allocated to support the world`s poorest countries. The Uruguay Round Agreement also established the World Trade Organization (WTO) as an administrative institution, replacing or subsquential to GATT and covering all agreements and arrangements concluded under the Uruguay Round. While the GATT at the end of the Uruguay Round on September 15 has been implemented. In April 1994 and the WTO entered into force on 1 January 1995, GATT remained the WTO Framework Agreement on Trade in Goods. Countries that want to become members of the WTO must first conclude the negotiations in order to become members of the GATT. As of July 2016, 164 countries were WTO members and 21 observer governments (in the process of accession). The Uruguay Round Agreement on Agriculture remains the most important agreement on agricultural trade liberalization in the history of trade negotiations. The objective of the agreement was to improve market access for agricultural products, reduce domestic support to agriculture in the form of price-distorting subsidies and quotas, eliminate export subsidies for agricultural products over time and harmonise sanitary and phytosanitary measures between Member States as much as possible.
The WTO organizes hundreds of technical cooperation missions to developing countries each year. He also organizes numerous trade policy courses in Geneva every year. Regional seminars are held regularly in all regions of the world, with a particular focus on African countries. E-learning courses are also available. In 2017, about 18,500 participants benefited from training at the WTO aimed at improving understanding of WTO agreements and global trade rules. .
